White Wolf Homes Project:
Arbor Hill
When Paragon Parc entered receivership mid-construction, the project had 18 incomplete units. They were in various phases – some had cabinetry going in, some were not yet done framing. The prior builder had left behind over $2 million in unresolved structural and civil issues, including foundation deficiencies, drainage failures, framing non-compliance, gas and electrical line issues. Purchasers who had already committed deposits were watching their future homes sit unfinished. The lender needed a builder who could assess the full scope of the problem, take on liability for the resolution, and deliver a finished product.
White Wolf Homes was brought in by the Receiver, Grant Thornton, to complete the project. Our first task was a full structural and civil audit to identify every outstanding deficiency before committing to a completion scope. From there, we managed $10 million in remaining construction across 18 months, coordinating numerous trades, maintaining communication with the receiver throughout, and delivering all 18 unfinished units to completion.
The project was awarded Best Multi-Family Townhouse Development (Infill) at the 2026 Georgie Awards, judged by an independent out-of-province panel. Ron Hicks, Senior Vice President at J.S. Held, described the outcome: “White Wolf Homes stepped out of their element when they bid on the completion of Paragon Parc. Despite the foreseen and unforeseen challenges the project presented, they stepped up and brought it to a successful completion. I wouldn’t hesitate using their firm on a future project.”

Every project begins with the lot. The slope, the setbacks, the mature trees, and the municipal requirements drive every meaningful design decision that follows.

On Gardner Place in Saanich, these four luxury townhomes sit in two modern buildings facing each other across a shared courtyard. Warm wood-look siding, crisp white rooflines and covered roof decks give the pair a clean, West Coast feel, softened by a landscape plan of Corten steel planters, raised garden beds with cedar benches and a private hedged patio for each home.
Each home offers about 1,588 sq ft and is planned around easy living, with the primary bedroom – complete with five-piece ensuite and walk-in closet – on the main floor alongside the kitchen, dining and living spaces under 10-foot ceilings. Two more bedrooms and a roof deck sit upstairs, each home has a garage with EV charging, and interiors by Spaciz come in light and dark finish schemes.

The Wesley project is a case study in how White Wolf Homes delivers Small-Scale Multi-Unit Housing (SSMUH) in the District of Saanich. We took a single split-zoned lot, rezoned it, and subdivided it into two separate development sites, unlocking eight additional homes across two SSMUH projects without disrupting the surrounding neighbourhood. The first lot, four homes, was completed in 2026 and they delivered on time and on budget despite significant municipal servicing issues that surfaced partway through construction. Rather than letting those issues push the schedule, we identified them early and adapted our sequencing and planning to keep the project moving, holding the original timeline through to completion.
The second lot, another four homes, is now underway, with completion planned for 2027, applying the same forward-thinking approach to permitting, servicing, and construction sequencing. Wesley is representative of how White Wolf Homes approaches SSMUH work across Greater Victoria: taking on the regulatory and municipal complexity of rezoning, subdivision, and servicing so that projects stay on schedule and on budget – even when the municipality itself becomes the obstacle.
