White Wolf Homes builds SSMUH and multi-unit projects across Greater Victoria’s urban municipalities. We take on projects in Victoria, Saanich, Oak Bay, Langford, Colwood, Esquimalt, View Royal, Central Saanich and Sidney. North Saanich, Metchosin and Highlands fall outside the urban containment boundary and are not subject to SSMUH density requirements. If your property is in one of those areas, call us and we will tell you honestly what your lot supports under current local bylaws.

Small Scale Multi-Unit Housing (SSMUH) Victoria BC
Multi Family Construction Built to Award-Winning Standards
More units on your lot. The same standard on every build.
Our SSMUH Victoria BC services help property owners make the most of recent legislative changes that have opened up new multi-unit housing possibilities across Greater Victoria’s urban municipalities. As a fully licensed General Contractor and 2026 Georgie Award winner for Best Multi-Family Townhouse Development (Infill), White Wolf Homes brings the same build quality and project management discipline to every SSMUH and multi family construction project we take on.
From feasibility review and design coordination through permit applications across multiple jurisdictions to construction and occupancy, the entire project is managed under one roof. If you own land in Greater Victoria and want to understand what SSMUH allows on your specific lot, the first step is a direct conversation.

What we build under SSMUH
Duplexes
A duplex is the most common first step for property owners looking to add a second unit to their lot under SSMUH rules. Whether the configuration is side-by-side or stacked, the requirements vary across Greater Victoria’s municipalities, and we know the specific rules for each one. We take every duplex project from permit application through to occupancy, managing the full process so you are not coordinating between trades, engineers, and the permit office yourself.
Triplexes and fourplexes
Under BC’s SSMUH framework, eligible lots may qualify for three, four, or six units depending on lot size and proximity to a prescribed frequent transit stop – three units on lots of 280 m² or less, four units on larger lots, and six units on larger lots within 400 metres of a frequent transit stop. We have built multi-unit residential projects across Greater Victoria, including the Oakdowne Triplex in Saanich. Every multi-unit project is managed from design coordination through to final inspection and occupancy permit.
Infill housing
Infill housing adds residential density within established Greater Victoria neighbourhoods by putting existing serviced lots to better use. We build duplexes, triplexes, and small-scale multi-unit projects designed to respect the character of the surrounding area while meeting all applicable zoning and SSMUH requirements. Read more about how property zoning in Victoria affects what you can build on our blog.
Multi-unit conversion and renovation
Some SSMUH projects begin with an existing home that the owner wants to convert into a multi-unit property rather than build from scratch. We manage the structural modifications, permit applications, and trade coordination for conversion projects across Greater Victoria. This work connects to our large-scale renovation services for projects where the existing structure drives the scope.
Garden suites and carriage houses within SSMUH projects
Whether a garden suite or carriage house counts toward your lot’s permitted unit total depends on how your municipality has implemented SSMUH and its current zoning bylaw. We review this at the start of every project. For property owners pursuing a broader multi-unit strategy, we manage accessory structures as part of the overall development scope rather than as a separate project. Our carriage house services cover standalone builds as well.

Recognition and credentials
2026 Georgie Award Winner: Best Multi-Family Townhouse Development
White Wolf Homes won the 2026 Georgie Award for Best Multi-Family Townhouse Development (Infill) for the Paragon Parc development in Greater Victoria. The award is judged by an independent out-of-province panel. When the 33-unit Paragon Parc project entered receivership mid-construction, White Wolf Homes was brought in to resolve over $2 million in structural and civil issues and complete $10 million in remaining construction. Lender and purchaser confidence was fully restored. The same multi-unit project management discipline that delivered that outcome is what we bring to every SSMUH project.
2023 Gold CARE Award: Best New Subdivision
At the 2023 VRBA CARE Awards, White Wolf Homes won Gold for Best New Subdivision for the Bayview development. Judged by an independent industry jury, this award recognizes excellence in residential subdivision development across BC. It is the most directly relevant CARE Award to our SSMUH and multi-unit work, and it reflects the standard we hold on every infill project we deliver.
BC Housing Licence #47571
We hold an active BC Housing licence. You can search the BC Housing public registry by name to verify our standing. Every SSMUH project we deliver is fully permitted and built to BC Building Code.
BBB A+ Accreditation
Our BBB A+ accreditation reflects an unbroken record of professional conduct across every project type we take on, from single-unit carriage houses to complex multi-unit infill developments. It is publicly searchable and independently verified.
VRBA Board Member
Kyle sits on the Board of Directors for the Victoria Residential Builders Association (VRBA). As SSMUH rules continue to evolve across all 13 municipalities, that board position means we hear about changes as they happen, not after they affect a project already in progress.

The case for White Wolf homes on your SSMUH project
We have done this work before
The 2026 Georgie Award for Best Multi-Family Townhouse Development (Infill) and the 2023 Gold CARE Award for Best New Subdivision are not credentials borrowed from single-family construction. They reflect completed multi-unit and subdivision work, judged independently, that meets the standard required for industry recognition. When you engage White Wolf Homes for an SSMUH project in Victoria, you are working with a team that has delivered this scope before.
We know the rules across all 13 municipalities
SSMUH policy varies meaningfully between the City of Victoria, Saanich, Oak Bay, Langford, and every other municipality in Greater Victoria’s urban containment boundary. Unit limits, lot size thresholds, setback requirements, parking rules, and design standards differ from jurisdiction to jurisdiction. North Saanich, Metchosin, and Highlands fall outside the urban containment boundary and are not subject to SSMUH density requirements, though other secondary housing options may still be available on those properties. We review the specific rules for your municipality at the start of every project and manage the permit process accordingly. Read more about how zoning affects what you can build on our blog.
Financial feasibility from the first conversation
SSMUH projects involve cost variables that are different from a single-family build: additional permit fees, engineering requirements, shared infrastructure, and municipal levies that vary by jurisdiction. We discuss the financial feasibility of your project in the first meeting, not after the drawings are done. Our approach to financing and budgeting means no falling in love with a project that does not work at your number.
We manage projects that others walk away from
The Paragon Parc receivership is the clearest example. When a 33-unit infill development entered receivership mid-construction with over $2 million in unresolved structural and civil issues, White Wolf Homes stepped in, resolved the issues, completed $10 million in remaining construction, and delivered a project that won the 2026 Georgie Award. That capacity to manage complexity under pressure is what we bring to every SSMUH project we take on.
Principal-led oversight throughout
Kyle Velikovsky is personally involved at every structural milestone on every SSMUH project. You receive bi-weekly budget and schedule updates through client-facing project management software throughout construction.

Our latest project
Recent SSMUH and multi-unit projects

When Paragon Parc entered receivership mid-construction, the project had 18 incomplete units. They were in various phases – some had cabinetry going in, some were not yet done framing. The prior builder had left behind over $2 million in unresolved structural and civil issues, including foundation deficiencies, drainage failures, framing non-compliance, gas and electrical line issues. Purchasers who had already committed deposits were watching their future homes sit unfinished. The lender needed a builder who could assess the full scope of the problem, take on liability for the resolution, and deliver a finished product.
White Wolf Homes was brought in by the Receiver, Grant Thornton, to complete the project. Our first task was a full structural and civil audit to identify every outstanding deficiency before committing to a completion scope. From there, we managed $10 million in remaining construction across 18 months, coordinating numerous trades, maintaining communication with the receiver throughout, and delivering all 18 unfinished units to completion.
The project was awarded Best Multi-Family Townhouse Development (Infill) at the 2026 Georgie Awards, judged by an independent out-of-province panel. Ron Hicks, Senior Vice President at J.S. Held, described the outcome: “White Wolf Homes stepped out of their element when they bid on the completion of Paragon Parc. Despite the foreseen and unforeseen challenges the project presented, they stepped up and brought it to a successful completion. I wouldn’t hesitate using their firm on a future project.”

The Wesley project is a case study in how White Wolf Homes delivers Small-Scale Multi-Unit Housing (SSMUH) in the District of Saanich. We took a single split-zoned lot, rezoned it, and subdivided it into two separate development sites, unlocking eight additional homes across two SSMUH projects without disrupting the surrounding neighbourhood. The first lot, four homes, was completed in 2026 and they delivered on time and on budget despite significant municipal servicing issues that surfaced partway through construction. Rather than letting those issues push the schedule, we identified them early and adapted our sequencing and planning to keep the project moving, holding the original timeline through to completion.
The second lot, another four homes, is now underway, with completion planned for 2027, applying the same forward-thinking approach to permitting, servicing, and construction sequencing. Wesley is representative of how White Wolf Homes approaches SSMUH work across Greater Victoria: taking on the regulatory and municipal complexity of rezoning, subdivision, and servicing so that projects stay on schedule and on budget – even when the municipality itself becomes the obstacle.

Positioned in Oak Bay on the Lansdowne slope, bordering the prestigious Uplands neighbourhood, this exclusive collection of just three luxury residences introduces a rare standard of boutique living to one of Victoria’s most established residential settings. Thoughtfully positioned to fully capitalize on the dramatic view corridors stretching across the city toward distant ocean and mountain vistas, these homes represent a limited opportunity to secure brand new construction in a location where offerings of this calibre are exceptionally rare.
Testimonials
What our clients say
“We choose to partner with White Wolf Homes on a SSMUH project in the District of Oak Bay. Our confidence to proceed with the partnership came from the reputation, knowledge, and provability White Wolf Homes has and has had on similar projects. As the project is nearing completion, we have been impressed with the constant and clear communication provided by Kyle since day one. This includes but is not limited to links for access to bi-weekly budgets. The project is scheduled to complete on time and within budget which is a testament to White Wolf’s operating excellence.”
“We couldn’t be more impressed with White Wolf Homes. Although we weren’t the ones who hired them directly, they took over a large townhouse project behind our home from a previous contractor, and the difference was night and day. From the start, their professionalism was evident. The worksite was consistently clean, organized, and respectful of the surrounding neighborhood. We never experienced disruptive noise at unreasonable hours, and they maintained open, thoughtful communication with nearby residents throughout the process. We’re incredibly thankful that White Wolf Homes took over this project. If we ever need a contractor in the future, they’ll be at the top of our list!”
“White Wolf Homes stepped out of their element when they bid on the completion of Paragon Park. Despite the foreseen and unforeseen challenges the project presented, they stepped up and brought it to a successful completion. I wouldn’t hesitate using their firm on a future project.”
How we run your project
Every custom home build, infill project or major renovation we take on follows a similar five-stage process.
The first step is understanding what your specific lot supports under the applicable municipal SSMUH rules. We review lot size, zoning classification, setback requirements, unit limits, and any site-specific constraints. You leave the first conversation with a clear picture of what is possible, what the permit process will involve, and whether the project makes financial sense for your situation.
We bring the cost conversation into the design process from day one. SSMUH projects carry cost variables that differ from a single-family build – municipal levies, shared infrastructure, additional engineering requirements, and fees that vary by jurisdiction. We map these out alongside the design so the number you commit to is grounded in the actual project, not a best-case scenario.
SSMUH building permits vary significantly across Greater Victoria’s 13 municipalities in terms of requirements, timelines, and fees. We manage the full permit application process for your specific jurisdiction, coordinate with your engineer, and handle all back-and-forth with the permit office. Read more about local building codes and permit requirements on our blog.
Once permits are in hand, your dedicated project manager is your day-to-day contact throughout construction. Kyle is personally involved at every structural milestone. Bi-weekly budget and schedule updates through client-facing project management software give you a line-by-line view of costs and progress throughout the build. See our customer care approach for more detail.
The project is not complete until the occupancy permit is issued and you are satisfied with the result. We manage the final inspection process, resolve any outstanding items, and close all permits. Questions come up after an occupancy permit is issued. We are reachable when they do.
Faqs
SSMUH in Greater Victoria
What is SSMUH and how does it apply to my property?
SSMUH stands for Small Scale Multi-Unit Housing. Provincial legislation introduced in 2023 (Bill 44) requires municipalities within urban containment boundaries to allow three to six units on residential lots previously restricted to single-family use, without requiring rezoning. The exact number depends on lot size and transit proximity: three units on lots of 280 m² or less, four units on larger lots, and six units on larger lots within 400 metres of a prescribed frequent transit stop. Properties on well or septic, lots larger than one acre, and municipalities outside the urban containment boundary are exempt. In Greater Victoria, North Saanich, Metchosin, and Highlands fall outside the urban containment boundary and are not subject to SSMUH density requirements.
Do I need a permit to build a duplex or triplex under SSMUH?
Yes. All SSMUH construction requires a building permit from the relevant municipality. Application processes, fees, and timelines vary across Greater Victoria’s 13 jurisdictions. We manage the full permit process for every project we take on. Read more about local building codes and regulations on our blog.
How does SSMUH policy differ across Greater Victoria municipalities?
Each of Greater Victoria’s 13 municipalities has implemented SSMUH rules differently, with variations in permitted unit counts, lot size thresholds, setback requirements, parking rules, and design standards. Saanich, Oak Bay, Langford, Colwood, and the City of Victoria each have their own bylaws. We review the specific rules for your municipality at the start of every project and stay current on changes as they occur.
Can I make money from an SSMUH project on my existing lot?
That depends on your lot, your municipality’s rules, construction costs in your specific location, and current rental or sale market conditions. We discuss financial feasibility in the first meeting, not after the design is done. Our blog post on 10 reasons to include a rental or in-law suite covers some of the considerations. For larger development questions, bring them to the initial consultation and we will give you an honest read.
What is the difference between SSMUH and a larger development application?
SSMUH allows three to six units on eligible lots without rezoning, depending on lot size and transit proximity. Projects that exceed SSMUH unit limits or fall outside SSMUH-eligible zones will require a rezoning application. The additional approvals required depend on your specific municipality, current zoning, and project scope.
Are you licensed to build SSMUH projects in BC?
Yes. We hold BC Housing Licence #47571, verifiable through the BC Housing public registry, and are BBB A+ accredited. Kyle sits on the Board of Directors for the Victoria Residential Builders Association. Every project carries full commercial general liability and builder’s risk insurance.
